The vision of the MEF University Center for Excellence in Learning and Teaching (CELT) is “to uniquely position MEF University at the forefront of innovative learning and teaching using 21st Century tools and approaches at an international level” and its mission is “to innovate and enhance learning and teaching effectiveness of Flipped Learning”.
To accomplish the center’s vision and mission, the CELT provides collaboration, consultation, training, resources, and support in the following ways:
Students: The CELT promotes student learning as central to accomplishing the teaching/learning mission of the university, through learner training sessions, workshops, Drop-in Center, Academic Support Site on Blackboard, MEF Student Mentorship Program and MEF Learner Awards.
Faculty: The CELT fosters and facilitates the professional and intellectual development of MEF faculty in order to:
  • Promote and support a community of teacher-scholars where the theory and practice of Flipped teaching and learning are shared;
  • Help faculty and academic units develop, implement, and assess instructional approaches and methods;
  • Support MEF educators to be forward thinking, continuously improve themselves, master technology and use their creativity, leadership and research competences so as to break new grounds in national and international tertiary education;
  • Establish and sustain the necessary infrastructure and inspiring environment for faculty, students and staff to make these targets achievable.
For realizing these goals, the CELT provides orientation for new instructors, instructional design support, workshops, a Flipped Learning instructional design course on the university learning management system, a MEF University Instructor Drop-in Center, MEF Instructor Mentorship Program, and MEF Teacher Awards.
The CELT provides information, ideas and articles to MEF faculty and students via social media channels, a CELT webpage for MEF faculty, students, and external visitors, quality assurance parameters for Flipped learning course design and delivery, mid-course evaluations, and follow up support for instructors, supporting MEF faculties and schools in preparing for external accreditation, overseeing research about teaching at MEF to provide credible foundations for the Quality Assurance Parameters.
The CELT works directly with the Instructional Technologies Coordinator (ITC) with regard to, criteria and process for vendor selection of technological products; ongoing review of technologies in use at MEF University; training for instructors. The CELT activities are organized to raise the profile of MEF University and help to build connections with other institutions via conference presentations, articles, networking events, and other activities to share best practices and experiences.

​MEF Center for Excellence in Learning and Teaching is running an exclusive pilot scheme with Google whereby MEF students and instructors are piloting the new Google Chrome Book. In addition, MEF instructors are become trained in Google Apps for Education (GAFE) tools and integrating these into the education system.
The Director of the CELT: The CELT is chaired by the CELT Director who is appointed by the Rector for a period of three years.
The CELT Advisory Board: The CELT Advisory Board was convened by the CELT Director with the approval of the Rector and consists of a core of nine representatives including the CELT Director, the Instructional Technologies Coordinator and representatives from all faculties and schools. Throughout the year, the CELT Advisory Board is joined by guest speakers or temporary members depending on the issues that arise.

Director of the Center

Dr. Caroline Fell Kurban's teaching career spans 20 years, teaching, training and managing in schools and universities in Turkey, Austria, Japan, Taiwan, Spain and Portugal. She holds a BSc in Geology, MSc in TESOL, PhD in Applied Linguistics and, being a staunch believer in life-long learning, is currently studying for a Master’s degree in Technology and Learning Design.

Being one of the drivers of Flipped Learning at MEF University, her role sees her: developing learner training support in Flip for students; providing professional development for instructors developing and teaching Flipped courses; and developing quality assurance parameters to ensure the successful implementation and continuation of Flipped Learning at MEF University.

Dr. Fell Kurban heads the Flipped Learning Global Initiative (FLGI) research group. In September 2016, she was named one of the top 100 Flipped Learning experts in the world. Her book, The Flipped Approach to Higher Education: Designing Universities for Today's Knowledge Economies and Societies, co-authored with Professor Muhammed Şahin, was published in October 2016.

MEF University Instructional Technologies Coordinator

Dinçer Özoran graduated from the Computer Engineering Department, at Galatasaray University, after which he started his Masters’ degree in Cognitive Science at Middle East Technical University and began working as a Research Assistant in Computer Engineering Department at Atılım University.

Dinçer wrote his MSc thesis on Cognitive Development of Preschool Children. During his research he observed how each preschool child was creative and unique in his/her potential and expressions which emerged contrary to university students who struggled with creativity, self-expression and self-awareness. This convinced Dinçer that the purpose of education should be to flourish the unique potential of each individual. This encouraged Dinçer to continue his studies in Education.

Now, as a PhD candidate in Computer Education and Instructional Technology at Middle East Technical University, Dinçer is writing his thesis on Flipped Learning. He is specifically interested in the role of student  self-regulation within Flipped Learning. 

As the Instructional Technologies Coordinator and a member of CELT, Dinçer’s  goal is to support MEF with the latest educational technologies as tools to enhance the Flipped Learning pedagogy. He considers himself lucky to be working at MEF, as it is the best living lab for Flipped Learning research.

 Writing Center Coordinator

Paker Doğu Özdemir completed his high school education at SHAPE International High School in Belgium. He received his B.A. degree in English Language Teaching at Hacettepe University. He then received his Masters’ degree in Management at Virije University Solvay Business School, Belgium. He is currently teaching ENG 101, 102 and running the MEF Writing Center.

The MEF Writing Center, part of the MEF University Center for Excellence in Learning and Teaching (CELT), is a place for students from any discipline, academic level or ability to get support with their writing, from specific assignments to general writing skills. The tutors support students through the writing process to become better writers by helping them identify their strengths and weaknesses.  The Writing Center also provides services for MEF faculty members to support their writing through consultation sessions and/or by editing and proofreading their academic work. The Writing Center is committed to enhancing its student and faculty services through giving workshops on topics related to writing and also through research on writing center theory and practice.
