This funding program is open to full-time faculty members, aiming to develop discipline-specific and interdisciplinary collaborations as well as industrial partnerships. Applications are accepted in four application periods during each academic year, according to the calendar announced by the commission.

Paid leave is granted to full-time faculty members to engage in scientific research and practice abroad in their fields of expertise, to develop their research areas, publish, and foster international collaborations. Long-term academic leave is categorized into two types. They are defined as the sabbatical, which can be used for up to 12 months, for all ranks who have worked full-time at the university for 6 years, and Young Researcher Leave, which can be used for up to 6 months, for assistant professors who have worked full-time for at least 3 years. This support is provided to full-time faculty and administrative staff to participate in (i) domestic and overseas symposiums, congresses, colloquiums, panels, seminars, workshops, open forums, conferences, and other prestigious scientific events, and (ii) any administrative, technical, scientific, and professional research and study tours, meetings, and training/internship activities related to the university's objectives and operations.
