MEF University, positioning itself as Türkiye’s first Artificial Intelligence (AI) Integrated University, is leading the transformative impact of AI technologies in higher education. Version 3.0 of the MEF University AI Policy, first published in March 2024, was completed on July 31, 2026. The policy was comprehensively updated based on the legislation and strategic documents of the Republic of Türkiye, as well as frameworks developed by the OECD, European Union, UNESCO, and Council of Europe, the literature on AI and higher education, and focus group discussions conducted with MEF University faculty members.
One of the most significant developments at the core of Version 3.0 is that, starting from the 2026–2027 academic year, AI Competency will become a graduation requirement for all undergraduate students enrolling at MEF University. MEF University aims to ensure that every graduate, regardless of department, possesses both general AI literacy and AI competencies specific to their discipline.
The new policy provides a comprehensive framework covering education, student experience, research, administrative processes, safe and ethical AI use, and cybersecurity. The central approach in education is not to prohibit AI, but to define its responsible use and to enable students to use AI not as a tool that thinks on their behalf, but as an assistant whose use they manage, whose outputs they question, and for whose outputs they take responsibility. Faculty members are also encouraged to integrate AI into instructional design, assessment, and learning processes for pedagogical purposes.
Version 3.0 also addresses equitable access to AI, the impact of AI on student well-being, and preparing students for a workforce transformed by AI as distinct policy areas.
