At MEF University, the CELT unit adopts a management model based on the PDCA Cycle (Plan – Do – Check – Act) to support its commitment to continuous improvement.

The Management Committee convenes six times a year, with three meetings held each semester.
Each meeting lasts approximately 1.5 hours and follows a structured agenda that is prepared and shared with participants in advance.
Meetings are conducted either in person or online. The agenda items and relevant documents are circulated beforehand to ensure a focused and effective discussion.
Note: The "Do" and "Act" phases of the PDCA Cycle are carried out not by the Committee members themselves but by the CELT Team.
At the beginning of each term, specific goals are identified during meetings with the Management Committee.
Necessary actions and strategies to achieve these goals are meticulously planned.
Priority needs are analyzed, and the planned steps are integrated into the annual work schedule.
Meeting outcomes and the resulting action plans are formally documented and archived.
Following the goals set by the Management Committee, the implementation process is initiated.
All operational activities are systematically carried out by the CELT Team, ensuring that actions are aligned with the predefined objectives.
Throughout the process, regular data collection is conducted, providing a basis for subsequent evaluation phases.
Midway through the term, the progress of ongoing activities is systematically reviewed.
The extent to which the objectives have been achieved is evaluated, and challenges or deviations encountered are identified.
Corrective actions are developed and proposed for implementation if necessary.
During this phase, the original plan and goals documented at the beginning of the term serve as the primary reference.
The CELT Team analyzes the progress based on this report and submits an updated Mid-Term Evaluation Report to the Management Committee.
This report provides a clear overview of the current situation and allows for adjustments to be made if needed.
At the end of the term, a comprehensive analysis of the outputs and overall performance is conducted.
The results achieved are compared against the initial goals to measure the success level.
Key achievements and areas for improvement are identified, and lessons learned are systematically recorded to inform the planning of future terms.
Throughout the implementation process, any detected deviations and shortcomings are analyzed by the CELT Team.
Corrective and preventive action plans are developed and applied systematically.
All improvement activities are meticulously documented and reported.
These reports serve as essential inputs for updating the annual planning and internal workflows of the unit, ensuring continuous process improvement and structured progress toward institutional goals.
